Cannot Find File – AOL Toolbar Error with Internet Explorer

SCENARIO: Receiving the following error when opening Internet Explorer 7 and IE8:
Cannot Find file:///C:/Program%20Files/AOL%20Toolbar/welcome.html
DATE:  April 15th, 2012
FIX: EASY

A couple of days ago I received a phone call from my father-in-law about an error that keeps popping up everytime he opened his Internet Explorer browser.  Upon investigation I was able to recreate the error and have listed it here:

Cannot Find file:///C:/Program%20Files/AOL%20Toolbar/welcome.html

Background Information:  He uses AOL and AOL Desktop everyday.  He uses Internet Explorer occasionally.  This is an older desktop that is still running Windows XP.

My first attempt at solving the issue was to upgrade his browser from Internet Explorer 7 to IE8.  The upgrade was successful, however the problem persisted.

My next attempt had me disabling his AOL, Yahoo, Norton, and other various toolbars currently running in Internet Explorer.  No luck here.

Next, I navigated through Control Pannel to review the Add/Remove Programs list.  Here I seen an option to Uninstall AOL Toolbar 5.0.  Since he uses AOL Desktop everyday, I chose not to do this at time for fear of throwing a bug into the program.  Skip to the next.

Finally, I stumbled across a link to AOL.com’s Help page.  This help page stated that a previous version of AOL Toolbar 1.0 may still be present on his computer.  This AOL web page suggested that the error could be fixed with a simple registry edit.  They provided a link with step-by-step instructions on how to automatically install the registry file without me having to do it manually.

After less than a minute of following their instructions, I restarted my father-in-laws Internet Explorer and it was error free!
